FY 2025 Appropriations Submissions

Article I, Section 9, Clause 7 of the U.S. Constitution entrusts Congress with the authority to make appropriations through law. It is the legislative branch’s duty to determine how discretionary federal funds are allocated to local government entities, nonprofit organizations, or geographic locations.

The office of Congressman Glenn “GT” Thompson (PA-15) is no longer accepting programmatic, language, and Community Project Funding (CPF) requests for Fiscal Year 2025 (FY’25).

CPFs will be issued on a limited basis in the FY’25 Appropriations bills. Therefore, only CPF requests that address the most critical and outstanding needs of local communities or provide a significant public good will be considered. Submission of a request does not guarantee a project will be funded. The House Committee on Appropriations announced that CPFs will be available within the following accounts only: Agriculture, Rural Development, Food and Drug Administration, and Related Agencies; Commerce, Justice, Science, and Related Agencies; Energy and Water Development; Interior, Environment, and Related Agencies; Military Construction, Veterans Affairs, and Related Agencies; Transportation, Housing and Urban Development, and Related Agencies.

Each Subcommittee of the House Committee on Appropriations has specific guidance for programmatic, language, and community project eligibility along with the process for making a request. Please closely review the guidelines per each subcommittee to ensure your project meets the requirements.  Should a project fail to meet these requirements, the request cannot be considered.

Additionally, funds for these projects must be used during the FY’25 cycle. Any request that includes funding beyond FY’25 cannot be considered.

Community Project Funding Submissions

Proposed Recipient: Borough of Bellefonte

Proposed Project: Bellefonte Waterfront – Dunlop Street Construction

Address of Recipient: 236 West Lamb Street, Bellefonte, PA 16823

Requested Amount: $1,555,538

Explanation of Request: The funding for this project will be used for the reconstruction and extension of Dunlop Street from High Street to Lamb Street.

Proposed Project: Ford City Storm Sewer Rehabilitation Project

Address of Recipient: 1000 Fourth Avenue, Ford City, PA 16226

Requested Amount: $1,422,032

Explanation of Request: The funding for this project will be used to directly replace approximately 6,300 feet of storm sewer piping. The current stormwater system is in a state of disrepair and operates at a reduced capacity because of a lack of maintenance and structural deficiencies.

Proposed Project: Calder Way Infrastructure Improvement Project

Address of Recipient: 243 S. Allen Street, State College, PA 16801

Requested Amount: $1,500,000

Explanation of Request: The funding for this project will be used to replace sanitary sewer and stormwater lines in downtown State College from Hetzel Street to High Street that are over 100 years old. This project is part of an overall initiative to replace water, sewer and stormwater lines, along with transportation improvements throughout downtown State College in order to promote further economic growth.

Proposed Project: Next Generation Public Safety Radio System

Address of Recipient: 2 Piper Way, Suite 244, Clinton County, PA 17745

Requested Amount: $1,512,047

Explanation of Request: The funding for this project will be used to enhance all Public Safety Communications in Clinton County to a P25 Digital Compliance status and to improve coverage for fire, police, and EMS throughout the county, as well as connectivity with neighboring counties.

Proposed Recipient: Crary Hose Company

Proposed Project: Fire Station and Training Center

Address of Recipient: 429 E. Main Street, Westfield, PA 16950

Requested Amount: $1,286,250

Explanation of Request: The funding for this project will be used to build a Fire Station and Training Center for Crary Hose Company. The Company is a fire department, EMS, and rescue services provider serving Tioga and Potter counties. This new facility would serve as a fire station, emergency evacuation site, and a regional live-burn fire training facility.

Proposed Project: East Brady Community Center and Emergency Shelter

Address of Recipient: 502 Ferry Street Suite 15, East Brady, PA 16028

Requested Amount: $488,248

Explanation of Request: The funding for this project will be used to renovate the East Brady Community Center and Emergency Shelter. This space is a vital community facility for residents of rural southern Clarion County and northern Armstrong County, and these renovations will ensure that the Borough is able to continue addressing the needs of this rural community.

Proposed Project: West Market Street Safety Improvements

Address of Recipient: 589 Fairground Road, Lewisburg, PA 17837

Requested Amount: $1,800,000

Explanation of Request: The funding for this project will be used to renovate sidewalks and crosswalks, improve streetlighting, and make various safety improvements for vehicles along West Market Street in East Buffalo Township.

Proposed Project: Jefferson County 911 Center

Address of Recipient: 155 Main Street, 2 nd Floor, Brookville, PA 15825

Requested Amount: $440,378

Explanation of Request: The funding for this project will be used to complete the engineering and design of a new location for the county’s emergency operations center which is essential to the operations of local law enforcement.

Proposed Project: Larry’s Creek Water Treatment Facility

Address of Recipient: 1111 Bardo Avenue, Jersey Shore, PA 17740

Requested Amount: $4,500,000

Explanation of Request: The funding for this project will be used to replace the existing 110-year-old treatment plant operated by the Jersey Shore Area Joint Water Authority with a new membrane filtration water treatment facility.

Proposed Project: McKean County Broadband Network Technology Upgrade Project

Address of Recipient: 500 West Main Street, Smethport, PA 16749

Requested Amount: $822,285

Explanation of Request: The funding for this project will be used to upgrade eight tower sites in McKean County that provide broadband service to local residents, schools, businesses, health care facilities, and more.

Proposed Project: Moshannon Valley EMS (MVEMS) and Training Facility

Address of Recipient: 14 Locust Street, Philipsburg, PA 16866

Requested Amount: $2,074,716

Explanation of Request: The funding for this project will be used to construct a new EMS Facility to house Moshannon Valley EMS (MVEMS) equipment, staff, vehicles, and a training center for EMS personnel throughout central Pennsylvania.  MVEMS serves 23 municipalities in Centre, Clearfield and Clinton Counties.

Proposed Project: Technology & Connectivity Upgrades at the PennWest Venango Campus

Address of Recipient: 217 Elm Street, Oil City, PA 16301

Requested Amount: $250,000

Explanation of Request: The funding for this project will be used to replace technology and connectivity equipment to assure the full functionality of the classroom and presentation spaces at the PennWest Venango Campus as the building undergoes a transition towards a community-oriented space.

Proposed Project: Enhancement of the Old Lycoming Township Volunteer Fire Company Regional Emergency Services Hub

Address of Recipient: 1600 Dewey Avenue, Williamsport, PA 17701

Requested Amount: $1,450,000

Explanation of Request: The funding for this project will be used to repair and rehabilitate the Old Lycoming Township Volunteer Fire Company’s existing building, including enhancements to accommodate full-time, live-in training facilities to help alleviate a shortage of first responders in central Pennsylvania.

Proposed Project: Developing Sustainable Modern Manufacturing Pathways Project

Address of Recipient: 977 South St. Marys Road, St. Marys, PA 15857

Requested Amount: $380,000

Explanation of Request: The funding for this project will be used to purchase equipment needed to fully execute a modern precision machining and manufacturing program at Saint Marys Area School District. This will complement the Saint Marys Area School District's innovative "Dutch Manufacturing" student-run manufacturing enterprise and directly achieve several local workforce development goals.

Proposed Project: Construction, Improvement, and Expansion at the Faylor Lake Recreational Area

Requested Amount: $408,879

Explanation of Request: The funding for this project will be for various construction, improvement, and expansion projects at the Faylor Lake Recreational Area in Snyder County, including enhanced observation decks, improved trails, and new community spaces.
