FY 2023 Appropriations Submissions

Article I, Section 9, Clause 7 of the U.S. Constitution entrusts Congress with the authority to make appropriations through law. It is the legislative branch's duty to determine how discretionary federal funds are allocated to local government entities, nonprofit organizations, or geographic locations.

The office of Congressman Glenn "GT" Thompson (PA-15) is no longer accepting programmatic, language, and Community Project Funding (CPF) requests for Fiscal Year 2023 (FY'23).

CPFs will be issued on a limited basis in the FY'23 Appropriations bills. Therefore, only CPF requests that address the most critical and outstanding needs of local communities or provide a significant public good will be considered. Submission of a request does not guarantee a project will be funded.

Each Subcommittee of the House Committee on Appropriations has specific guidance for programmatic, language, and community project eligibility along with the process for making a request. Please closely review the guidelines per each subcommittee to ensure your project meets the requirements. Should a project fail to meet these requirements, the request cannot be considered.

Additionally, funds for these projects must be used during the FY'23 cycle. Any request that includes funding beyond FY'23 cannot be considered.

Proposed Recipient: Admiral Peary Area Vocational Technical School
Proposed Project: Construction Trades Program

Requested Amount: $1,005,879
Explanation of Request: The funding will be used to purchase equipment for their new program of study, Construction Trades. The program will provide students the knowledge and skills in a variety of in-demand areas associated with building construction such as carpentry, masonry, plumbing, heating, and electrical.

Proposed Project: Armsdale Center for Agriculture and Conservation

Requested Amount: $1,200,000
Explanation of Request: This funding will be used to bring together four essential organizations that serve the residents of Armstrong County into one single 9,300 square foot building. By uniting the Farm Service Agency, Natural Resource Conservation Service, Penn State Extension, and the Armstrong Conservation District, local agricultural producers will be able to have all their needs met at one conveniently located office.

Explanation of Request: The funding will be used to complete construction of the NASA computer system used to simulate students going into space and working in a "Houston control" ground facility, demonstrating STEM principles in a real-world environment. The Center will prepare middle and high school students, teaching fundamental technical requirements and awarding certification credentials.

Explanation of Request: The funding will be used to construct a new health care training facility at the Central Pennsylvania Institute of Science and Technology. According to a 2018 market assessment within the region, the greatest need for skilled workforce were in the areas of: health care management, occupational therapy assistant, physical therapy assistant, surgical technologist, licensed practical nursing, LPN to RN bridge. This program will help fill the unmet demand for skilled workforce in the health care industry in Central Pennsylvania.

Explanation of Request:This funding will be used to rehabilitate and reconstruct the DuBois Regional Airport's runway, taxiway, and apron. This project will allow this rural Pennsylvania commercial service airport to continue with safe operations. Access to the nation's air transportation system is critical for business to exists locally, freight services to make timely deliveries, and citizens convenient access to the world.

Explanation of Request: The funding will be used to assist with rehabilitation costs of the Lyric Theatre in downtown Oil City. Rehabilitation of the Lyric Theatre will bring theatre back to downtown Oil City and is a key component of ongoing downtown revitalization initiatives.

Proposed Project: Medical Research and Diagnostic Lab

Explanation of Request: This funding will be used to develop a medical research and diagnostic lab to identify, diagnose, immunize, and treat ailments in a rural environment. The Lab will expand upon existing research in wastewater surveillance, data collection and analysis and other efforts that are critical elements of guiding and determining how rural communities respond to current and future public health matters.

Explanation of Request: This funding will be used to complete the remaining revitalization section of an old factory building and turn it into a 21-room boutique hotel located in the City of Warren. The project will help increase business and tourism to the City and surrounding areas.

Explanation of Request: This funding will be used to refurbish and revitalize the community baseball field, which has been such a valuable community resource over the years. The current facility has resulted in a substantial loss of playing time because of the deficiencies in a dysfunctional drainage system beneath the field, which has ultimately deteriorated the playing surface over the years making it unusable.

Proposed Project:Updates to PA State Route 68 from Dolby Street to Trout Run
Address of Recipient: 21057 Paint Boulevard, Shippenville, Pennsylvania 16254

Explanation of Request: The funding will be used to realign PA State Route 68 from 0.07 mile south of the Monroe Township line to Trout Run, including the addition of a center turn lane, and the replacement of the existing structure carrying PA State Route 68 over Trout Run in Monroe and Clarion Townships.

Requested Amount: $890,000
Explanation of Request: This funding will be used to purchase a medical mobile unit to be available on a daily and rotating basis across central Pennsylvania. Starting in the Spring of 2022, Penn State College of Medicine, in partnership with other local community services, launched a mobile medical unit to Snow Shoe, PA to increase access to preventive services and primary care. This project will further expand medical services, locations, and impact in Centre County.

Proposed Project: Dredging of Justus Lake at Two Mile Run County Park

Requested Amount: $963,372
Explanation of Request: This funding will be used to dredge parts of Justus Lake at Two Mile Run County Park. With the removal of sediment at Justus Lake, which will be buried onsite, the County will be able to rebuild the northern boat launch and fishing pier to accommodate ADA facilities and expand recreation opportunities for the local community.

Explanation of Request:The funding will be used to establish the Venango County Business Innovation Center. This Center will house modern offices, co-working and maker spaces. The maker space will be furnished with various types of equipment to support the local thriving artist community as well as equipment such as 3D printers, laser cutters, soldering tools and hand tools, to leverage the knowledge and skills our vast community of technically trained residents.

Proposed Project:JS Mack Foundation Transforming Community Wellness Campaign

Requested Amount: $1,000,000
Explanation of Request:This funding will go towards the YMCA of Indiana County's "Transforming Community Wellness Campaign," which will expand and repurpose spaces in the current YMCA facility. This project will almost double of their current facilities and add thousands of hours of new programming, transforming community wellness and strengthening the Indiana county community.
