Fiscal Year 2024 Appropriations Submissions

Article I, Section 9, Clause 7 of the U.S. Constitution entrusts Congress with the authority to make appropriations through law. It is the legislative branch’s duty to determine how discretionary federal funds are allocated to local government entities, nonprofit organizations, or geographic locations.
The office of Congressman Glenn “GT” Thompson (PA-15) is no longer accepting programmatic, language, and Community Project Funding (CPF) requests for Fiscal Year 2024 (FY’24).
CPFs will be issued on a limited basis in the FY’24 Appropriations bills. Therefore, only CPF requests that address the most critical and outstanding needs of local communities or provide a significant public good will be considered. Submission of a request does not guarantee a project will be funded. Additionally, in a change from years past, the House Committee on Appropriations announced no CPFs will be considered for the following subcommittees: Defense; Labor, Health and Human Services, Education, and Related Agencies; Financial Services and General Government.
Each Subcommittee of the House Committee on Appropriations has specific guidance for programmatic, language, and community project eligibility along with the process for making a request. Please closely review the guidelines per each subcommittee to ensure your project meets the requirements. Should a project fail to meet these requirements, the request cannot be considered.
Additionally, funds for these projects must be used during the FY’24 cycle. Any request that includes funding beyond FY’24 cannot be considered.

Proposed Recipient: Bradford City Water Authority
Proposed Project: Water Transmission Main
Address of Recipient: 28 Kennedy Street, Bradford, Pennsylvania 16701
Requested Amount: $4,966,896
Explanation of Request: This funding will be used to make improvements to the Bradford City Water Authority’s old 24-inch cast iron water main. This project will make the water main reliable so that it can be shut down with new valves in the event of a leak or break.

Proposed Project: Whetstone Cast Replacement
Address of Recipient: 501 Main Street, Brockway, Pennsylvania 15824
Requested Amount: $621,181
Explanation of Request: This funding will be used to replace a portion of the Whetstone watermain. This 8” watermain, constructed in 1897, has an asbestos-cement pipe that is deteriorating and at-risk for catastrophic failure. This project will protect over 2,000 residents, commercial and industrial businesses, and public facilities for three municipalities across two counties.

Proposed Project: Innovation Center
Address of Recipient: 34 East Fourth Street, Emporium, Pennsylvania 15834
Requested Amount: $345,000
Explanation of Request: This funding will be used for the Cameron County Chamber of Commerce to acquire a vacant facility, formerly a restaurant, and create a state-of-the-art Innovation Center in Cameron County, Pennsylvania. The goal of the innovation center is to utilize current kitchen equipment and register the facility as a United States Department of Agriculture certified incubator.

Explanation of Request: This funding will be used to construct a public safety and training center in Spring Township. This will provide the needed classroom capacity for fire, EMS, and police classroom training in eleven Central Pennsylvania that will help address the current shortage of emergency personnel in the area.

Requested Amount: $800,000
Explanation of Request: This funding will be used to support the Clarion County Mobile Simulation Lab Project. This project is an effort to address immediate training shortfalls and long-term personnel shortages in the regional health professional workforce by acquiring a unique and technologically advanced simulation lab adapted to rural requirements. The funds will help procure, equip, and manage the simulation unit.

Explanation of Request: This funding will be used to purchase new radios for first responders, specifically firefighters, throughout Clinton County. These radios will enhance the interoperability, safety, and efficiency of the daily operations of each department within Clinton County.

Explanation of Request: This funding will be used to complete a streetscape project in downtown Curwensville along Pennsylvania State Route 879 between Walnut Street and Thompson Street. The project includes renovating sidewalks and crosswalks, improving streetlighting, and installing benches and trees throughout the project area.

Explanation of Request: This funding will be used to complete the remaining revitalization section of an old factory building and turn it into a 21-room boutique hotel located in the City of Warren. The project will help increase business and tourism to the City and surrounding areas.

This project is a county-wide effort to improve the capabilities and efficiency of several core public services by constructing a new home for police, fire-EMS, judicial, and local government functions.

Explanation of Request: This funding will be used to construct a new animal shelter in Armstrong County. As the only animal shelter in the county, this project will address the growing need to protect animals of the area, including those who may be lost or abandoned.

Proposed Project: Magnetic Resonance Imaging (MRI) Unit

Explanation of Request: This funding will be used to assist with the replacement of the MRI unit at Punxsutawney Area Hospital. The hospital performs over 1,600 MRI studies on its patients annually, and this project will allow the hospital to utilize the latest in artificial intelligence and deep learning technology in medical diagnostic imaging testing.

Requested Amount: $2,059,200
Explanation of Request: This funding will be used to extend public sanitary sewer service to approximately 60 homes in the Kiwanis Trail development who have malfunctioning on-lot sewer systems. This project would also provide sewer capacity for 300 acres of developable residential property in this local, rural community that would promote economic development.

Requested Amount: $1,595,411
Explanation of Request: This funding will be used to complete the Allen Street Project component of the Next Era PSU: Pedestrian Safety and Universal Accessibility Initiative. This project represents critical investments in multimodal safety and accessibility improvements for pedestrians, cyclists, and drivers in downtown State College. These improvements include: new sidewalks, ADA intersection improvements, stamped concrete crosswalks, pedestrian lighting, bike lanes, and bike racks.

Proposed Project: Two Mile Run Wastewater Treatment Facility

Requested Amount: $639,280
Explanation of Request: This funding will be used to replace the existing wastewater treatment plant at Two Mile Run County Park. The current treatment plant, maintained by park staff, was constructed in 1972 and has reached the end of its operable life, and a new plant will allow the part to continue to accept tens of thousands of visitors each year.

Proposed Project: Infrastructure Maintenance of Warren General Hospital

Explanation of Request: This funding will be used for a new MRI unit, CT scanner, X-ray unit, and roof repairs to address necessary maintenance at Warren General Hospital. This project will help bring state-of-the-art equipment to this rural hospital.
