Thompson Announces Beginning of Sign-Up for USDA Disaster Assistance Programs Restored Under Farm Bill

Bellefonte, PA - Today, U.S. Representative Glenn 'GT' Thompson, PA-5, announced that eligible farmers can now sign up for the U.S. Department of Agriculture’s (USDA) disaster assistance programs, which were restored and retroactively reauthorized by passage of the 2014 Farm Bill.  Eligible producers can enroll in one of four programs administered by the Farm Service Agency (FSA).  

"Eligible farmers can now apply for disaster assistance programs, including retroactive payment for losses suffered dating back to 2011,” stated Rep. Thompson. “Specific records will be needed to document losses, and application deadlines will differ depending upon the program and year of the loss, so I would encourage participants to contact their local county Farm Service Agency office as soon as possible to discuss these requirements.”

USDA disaster assistance programs under the 2014 Farm Bill:

  • Livestock Forage Disaster Program (LFP): LFP provides compensation to eligible livestock producers who have suffered grazing losses due to drought or fire. The 2014 Farm Bill provides retroactive authority through the LFP to cover eligible losses back to Oct. 1, 2011. 
  • Livestock Indemnity Program (LIP): LIP provides compensation to eligible livestock producers who have suffered livestock death losses in excess of normal mortality due to adverse weather. The 2014 Farm Bill provides retroactive authority through the LIP to cover losses back to Oct. 1, 2011.
  • Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish Program - Farm-Raised Fish Assistance (ELAP): ELAP covers losses due to an eligible adverse weather or loss condition, including blizzards and wildfires, as determined by the Secretary of Agriculture that occurs on or after Oct. 1, 2011.
  • Tree Assistance Program (TAP): TAP provides financial assistance to qualifying orchardists and nursery tree growers to replant or rehabilitate trees, bushes and vines damaged by natural disasters. The 2014 Farm Bill provides retroactive authority through TAP to cover losses back to Oct. 1, 2011.
