Transportation Authorization Requests

Construction of improvements to the U.S. 322 Corridor between Potters Mills and Boalsburg, Centre County, PA.

This project will widen Route 322 to provide center left turning lanes, realign Taylor Hill Road with Wagner Road and Route 322, creating a four way intersection. This will substantially improve Route 322 at Church Hill Road and provide adequate intersection sight distance, mitigating ongoing safety concerns and congestion. This project would improve this highly traveled corridor between Harrisburg and State College, Pennsylvania. This project has widespread support and will utilize Centre County TIP allocation funds to begin preconstruction and engineering phases.

Construct improvements to the Waddle Road Bridge and its interchange with U.S. Route 322/Interstate 99 in Patton Township, Centre County, PA.

This project will reconstruct the Waddle Road Interchange Bridge and ramps to address safety and capacity deficiencies that result in traffic queuing on to Rt. 322/I-99 and through the existing signal system and functionally obsolete bridge (clearance deficiency). This project will also provide for economic development in Patton Township and enjoys overwhelming support of the local community.  This project will be matched by $12,374,173 from Local Tax Increment Financing and the Pennsylvania Infrastructure Facilities Improvement Program.

Bridge Replacement – State Route 49-AO6, over Cowanesque Creek in Potter County, PA.

In 2008, Pennsylvania led the nation with the highest amount of structurally deficient bridges. The Congressional delegation and Commonwealth’s government has made a commitment to make considerable improvements to the existing infrastructure. Funding will be used for replacement of the bridge over Cowanesque Creek in Potter County (MPMS# 82032; BMS #52004905001426).

Bridge Replacement – State Route 153-AO3, over Bennett Branch in Clearfield, PA.

Funding is needed for the replacement of the bridge over Bennett Branch in Clearfield County (MPMS# 82032; BMS# 17015306300771).

Bridge Replacement – State Route 1006-AO1, over West Clarion River in Elk County, PA.

Elk County was the focus of recent media attention due to its high unemployment rates, upwards of 15% and lack of shovel ready highway and infrastructure projects as part of the American Recovery and Reinvestment Act. This project in particular would ensure the longevity of the only direct transportation route across the Clarion River, in one of the most rural and economically struggling counties in my district.  Funding would be used for replacement of the bridge over West Clarion River in Elk County (MPMS# 4032; BMS# 24100600100213).

Construction of Intersection Improvement, SR 0220 – N18, Lamar Business Park, Clinton County, PA.

Improvements to the intersection of State Route 220 and State Route 2008 will provide a grade separated intersection to address a demonstrated crash record and will provide for safer interaction between through traffic on State Route 220 and traffic entering from and exiting onto State Route 2008, improving access to Lamar Business Park and preserving access to the businesses and facilities located adjacent to the intersection.  In addition to potential federal dollars, the remaining funding of this $8,000,000 project will consist of a mix of federal and state funds for preconstruction activities. The remainder will be programmed through the SEDA-COG Regional Planning Organization’s TIP.

Lycoming County Airport Access Road, Lycoming County, PA.

This project will provide a direct connection between the Williamsport Regional Airport and Interstate 80 in Lycoming County. The access road currently diverts through a residential area, across rail line, and an existing flood plain. The project will mitigate the existing safety concerns. Funding would be used to compliment the $1,025,100 ARRA funds and combination of State, County, and Local funding in the amount of $11,342,929 to complete this $28,000,000 project.

Centre County Transit Authority - Construction of Bus Maintenance and Storage Facility, Centre County, Ferguson Township, PA.

CATA is one of the first CNG bus lines and third largest transit authority in the state of Pennsylvania. Construction of a bus maintenance and storage facility is expected to include space for the indoor storage of 80 forty-foot busses and 10 service vehicles, while holding the capacity to support nightly bus servicing at the rate of ten buses per hour. This project aims to incorporate environmental features sufficient to achieve a silver LEED certification, keeping with CATA’s history and track record of innovation.

Area Transportation Authority of North Central Pennsylvania Passenger Terminal, Coudersport, Potter County, PA.

ATA of North Central PA provides public transit services to six rural counties in my district. While a seeming daunting task, the ATA has made adequate use of their limited resources and provided consistent and quality services to my constituents. This project would construct a passenger terminal that would house and store approximately 3-5 vehicles for passenger loading, undercover and out of the inclement Pennsylvania weather.

Buffalo & Pittsburg Rail Road, Rehabilitation of Southwest Pennsylvania Bridges in Beaver, Butler, Armstrong, Indiana, Jefferson, Clearfield, and McKean Counties, PA.

 This project is a comprehensive rehabilitation of 33 bridges on the main line of the Buffalo & Pittsburgh Railroad located in several Western Pennsylvania counties. This effort will make long term improvements to the bridges on this critical and unique North-South Western freight corridor, connecting Pennsylvania with New York, Ohio, Canada, and ports on the Great Lakes. Because of the regional implications, other members of the Pennsylvania delegation have agreed to support this project. Funds would be used for 80% of the total project cost of $2,400,000. It has been indicated to me that the project balance of 20% will be paid by Buffalo & Pittsburg Railroad from existing capital funds.
